Reinser Serbia entails several activities that together will contribute to increasing migrants’ chances for employment in Serbia or any other country when they leave. It starts as needs assessment and mapping in order to be able to create specific training and capacity raising. In this process, it takes into account several criteria. First, legislation and the legal conditions for engaging and employing migrants as target group in Serbia and further. Second, migrants professional background but also their needs and aspirations for the future. After this, it creates specific training curricula and engages the target group into certified training. Pilot action Serbia end with local community actions which is built to overcomes prejudice and stereotypes with the final goal of achieving social inclusion and positive recognition in the society.

Pilot action Serbia firstly makes a difference between migrants and asylum seekers given that only the later can be formally employed in Serbia, however, their number is so insignificant that the impact their employment would achieve would be insignificant. Therefore, pilot action Serbia rests upon the fact that according to national legislation (Law on foreigners), no employment or income generation is allowed for migrants as target group. Also, it acknowledges that specifically, in the Reception centres in Šid (Šid, Adaševci and Principovac), there is a big fluctuation of migrants whereas they stay there not more than 10 days before they leave Serbia.

The pilot action addresses first lack of specific skills and training that are recognized to be sought for at the EU job market and seeks to match this with migrants’ previous professional background and aspirations.

On the level of sustainability, the project mirrors the lack of specific legislation for the employment of the target group (specifically, the failure to address them in the Law for Social Entrepreneurship of the Republic of Serbia) and it makes ex-post and ex-ante analysis of the Law on Social Entrepreneurship with guidelines of transferring a certain organization into a social enterprise.

Finally, through specially designed community action, it addresses the problem of prejudice and negative attitude toward migrants in the Šid municipality, and minimizes it as much as it is possible.
